Put softened cream cheese and sugar into a mixer with a whisk attachment. You can also place it in a bowl and use a hand mixer. Mix on medium speed for about 3 minutes or until slightly whipped.
Add heavy whipping cream to bowl. Mix/whisk on medium-to-medium-high speed until it looks like it almost doubled in volume and is light and fluffy, about 5 minutes.

Tips and TricksI forgot to bring my cream cheese to room temperature. What do I do?The best tip I learned about bringing things to room temperature is from Sally’s Baking Addiction. Microwave a mug of water for 1 minute. Then place the cream cheese into the microwave next to the mug and close the door. Keep the microwave closed for about 10 minutes. Your cream cheese should be nice and soft by then. If not, keep it there for another 5 minutes.Do I have to use whipping cream?If you use half and half, you are not going to have enough fat to hold the air that you are going to whip into the frosting. This is the time when it’s okay to splurge, especially since you are using Neufchatel cheese.If you can only find half and half, you will need to add softened butter to the mix to have enough fat to create the whipped fluffy frosting that you are looking for. I haven’t had to find or create an exact recipe for that yet since frosted baked goods are not a regular item in our home. But check out Sally's Baking Addiction because her recipes are amazing and she probably has an answer for you!
